As I have stated a couple of times previously, we have sent you back the original documents that you sent to our office. I have not responded to your two previous emails because you keep asking the same questions that I have answered several times. In this email you state that you are compelled to elevate the issue to my superior. You attempted to email Liz Haven but I am sorry to inform you that you had the wrong email address for Liz Haven. I am also writing to inform you that Liz Haven has taken a new position and I am the Acting Deputy Director for the Division of Financial Assistance. I directly report to Jonathan Bishop, Chief Deputy Director, of the Water Boards. I will inform him of issues you are raising as I did previously with Liz Haven.
Again I am sorry you think that we are withholding anything from you. I assure you that we are not. If you would just send us the information we requested several time previously (transcripts of classes you have taken to earn your degree). I am sure we could process your application. Without that happening there is nothing else we can do at this point.

Dear Mr. James Maughan,
Good morning.
Thank you for responding to my letter. And, I would like to know the correct e-mail addresses of Ms Liz Haven and Mr Jonathan Bishop. I would wish them to read the e-mail communication between us to bear witness on how much pain, misery and hopelessness I am experiencing dealing with you, your employees and your office.
With all due respect, you are dead seriously lying again in saying that, you have sent me back the original documents that I sent to your office. The following is my documentary evidence to show that you are cheating and lying:
On JUNE 26, 2013, you wrote me an E-mail informing me that you are sending back to me the original copies of my application documents through certified mail as I requested and I gave you thanks for your prompt response though "prompt" is obviously inappropriate in view of the duration of time I have persistently requested for it before you came to a decision to return them back to me. Please see the "RECORDS OF MY PERSISTENT REQUEST" and determine by yourself that the word "prompt" is obviously inappropriate.
On JULY 1, 2013, I wrote an E-MAIL letter of protest for the fact that the documents in the certified mail dated JUNE 26, 2013 you sent me are just photo copies of the original document. You informed me that you have sent me all the ORIGINAL copies of my application documents AS I REQUESTED but you send me back but all photocopies. BY ALL MEANS YOU KNOW HOW ORIGINAL DOCUMENTS differ from PHOTOCOPIED DOCUMENTS. You are cheating and lying.
On JULY 5, 2013 You sent an E-mail explanation, here, you admitted that those documents are exact same documents that I sent to your office, meaning the documents which you sent me are exact copies of the original. Therefore, the original copies are still with your office which you are refusing to return.
Worse, Mr Wes Wilkinson, Ms Anna Hernandez and you refused to sign my educational credentials as proof that the three of you have conscientiously examined the educational documents and determined that my Bachelor of Science in Management Engineering did not meet the minimum 6 educational point requirement for Grade 1 operator certification examination and hid behind the stamp of the Office of Operator Certification to avoid personal culpability and accountability, and/or civil or criminal liability, if neutral third party opinion supports filing formal charges against you, your office and employees.
Worst, asking me several times to send my college transcript of records to you where it is shown clearly on the denial letter from Ms Anna Hernandez that certificates of completion is enough document for educational requirement. What else could be better than the educational credentials evaluated by ERES ? ERES have professionally evaluated my educational transcript of records for you. By insisting and asking me to send my transcript of records to you, for you to determine wether I meet the minimum 6 educational points requirement for Grade 1 operator certification examination has no legs to stand on. This only strengthen my belief that you are doing this to me as a gesture of discrimination. Again, certificates of completion is enough document for the requirement on educational credentials.
