Screen Shot 2013-10-15 at 15.39.36A High Court judge yesterday granted an application from Shell E&P Ireland to fast- track the hearing of the latest legal action against the Corrib project and fixed a trial date on May 20th. The approach adopted by the Environmental Protection Agency (EPA) to its decision-making relating to licensing the refinery was “nothing short of alarming and extraordinary”, Martin Harrington has claimed. Last October, Mr Harrington, Geesala, Ballina, Co Mayo, won, on consent of the EPA, an order quashing a different revised licence issued by the agency for the Shell gas terminal at Bellanaboy, arising from defects in relation to how the EPA carried out an environmental impact assessment concerning the terminal development. Now he has brought a judicial review challenge to the amendment to the different 2007 licence.

Screen Shot 2013-10-15 at 15.39.36Shell to Sea today criticised the Department of Communications, Energy and Natural Resources for selecting Wood Mackenzie as their advisers on the “fitness-for-purpose” of Ireland’s current oil and gas fiscal terms. Shell to Sea also criticized the tendering process and the pro-oil industry press statements that have come from the Department in regard to this selection of advisers. Wood Mackenzie have extremely close connections to the oil and gas industry and have been writing reports for the oil companies on Corrib since 1998.  They were further commissioned by Shell in 2003 to write a report on the Corrib Gas Project. While this report was confidential some of the taxation figures they quoted have since made their way into the public domain.

Screen Shot 2014-02-10 at 16.29.29At a regular session on Tuesday… the lawmakers agreed to the request by the State Audit Bureau to get more time to prepare its reports on the sticky issue of the smuggling of diesel fuel and on the contract signed between Shell Oil Co. and Kuwait Oil Co. …the Minister of Oil addressed the lawmakers today regarding the issue of the signed contact with Shell Oil Co, about which a number of lawmakers commented. The minister explained that the State Audit Bureau had thoroughly examined the details of the contract and recorded its reservations on it and had turned the entire issue over to the public prosecutor’s office.

The cost of developing the world’s largest oil and natural gas fields has reached heights straining the budgets of even the largest oil companies. Royal Dutch Shell, Exxon Mobil Corp., Chevron and Total are all looking to spend less than they did last year on projects that have broken the $50 billion threshold. In Kazakhstan, where several of the biggest oil companies are struggling to bring online the Kashagan oil field beneath the Caspian Sea, project cost estimates have gone as high as $187 billion, according to Offshore Technology.com. Even if the Kashagan field begins production later this year well below that peak cost estimate, it may still take decades before the partners (Exxon Mobil, Shell, Italy’s Eni, Total, KazMunaiGas, IPEX and China National Petroleum Corp.) recover their costs.
