More shocking news from the House of Representatives: GOP majority leader Kevin McCarthy has withdrawn his candidacy and postponed the election for Speaker of the House indefinitely. The House is divided -- here's what will happen if it fails to elect a new Speaker. In Tennessee's first year of drug testing welfare recipients, a whopping 0.19 percent of applicants tested positive for drug use. Collectively, the seven states drug testing welfare recipients have spent $1 million thus far -- and in each case found rates far below that of the general population.
