The RA 7613 IRR the Chief Justice of the Supreme Court, Corona during that time, had the authority to establish compliance procedures for the review of statements determining that saln of the justices are properly accomplished and should there be any deficiency on her saln the Chief Justice should have called Sereno's attention but Corona did not call her attention meaning Corona treated her saln as substantially complied with.

                                           


Justice Peralta as being a member of the JBC had the duty to ensure that the saln requirements of candidates are properly complied with. It is tantamount to dereliction of duty on his part when there is anyone considered  to the position who is not qualified. In any case, Sereno had documents to prove that Justice Peralta knew so much about her saln issues which Justice Peralta lied that he knew nothing about.
