LETTER E-MAIL TO STATE FARM INSURANCE ADJUSTER GORDON LIU


May 29, 2020

Dear Mr. Liu:

Good morning.

I am writing to you in behalf of my daughter, Miriam Buensuceso.

She had filed a claim for secondary damage for a sudden hot water leak.

State Farm denied the claim on account of the video presentation and statements by
plumber, John Titouah to the effect that there is no leak in the slab but a suspected leak
under the foundation. That is false and absolutely fraudulent. I have reported this to the
San Diego Mira Mesa Neighborhood Watch Officer Christina Santos and to the local
San Diego FBI in charge of internet fraud and white collar crimes.

Now, please consider these facts related to the video presentations
and statements relayed to you by the plumber, John Titouah :

1. John Titouah, the plumber, was sent to us by First American Home Warranty Insurance
                          not by you, State Farm Home Insurance. He is not your employee.
                          You have not shown any legal  business or professional dealings working
                          with him to support your manifestations of trustworthiness toward him.
                          According to business reviews he had a very bad reputation.
           NOTE:   HOW COME YOU TRUSTED JOHN TITOUAH?

2. John Titouah had conducted a leak detection test some 4 days ago before
                         May 5, 2020 using sophisticated leak detection instrument.

3, John Titouah as an expert on his field and aided by sophisticated leak
                         detection instrument knew where the leak is and how to fix it.

4. We told John, the plumber, just fix the leak. Other option he is suggesting is
                         re routing the leaking line where we have to pay him an extra
                         $3600. In other words, he will get payment for insurance coverage
                         and $3600 from our pockets. We declined the option of rerouting
                         the leaking hot water line and told him just fix the leak because it
                        will be well taken cared of by our insurance coverage from
                        First American Home Warranty Insurance.
        NOTE :  IF JOHN DID NOT WANT TO FIX THE LEAK HE SHOULD
                      HAD DECLINED DOING THE WORK SO THAT WE COULD
                      HAD THE CHANCE LOOK FOR A PLUMBER WHO COULD DO
                      THE FIXING OF THE LEAKING HOT WATER LINE FOR US.

5. On May 5, 2020 about 3:00PM he came with two helpers and took out of the
                      his service van a mighty jackhammer only. No butane gas canister or
                      soldering torch or copper pipes and connectors or soldering gadgets.
        NOTE :  THIS IS A CLEAR SHOWING OF HIS INTENTION NOT TO FIX THE
                      LEAK BUT JUST TO EXCAVATE THE CONCRETE BECAUSE IF HIS
                     INTENTION IS TO FIX THE LEAK, HE COULD DO IT BY HIMSELF
                     BRINGING WITH HIM SIMPLE ELECTRICAL MASONRY  HAMMER
                     AND CHISEL,  COPPER PIPE, COUPLING/CONNECTORS AND
                     SOLDERING MATERIALS.  IT IS JUST A SIMPLE LEAK REPAIR
                     AND A COUPLE OF HOURS DOING IT IS LONG ENOUGH.

6. When John and his helpers began working I noticed that they wanted to see
                     where exactly the seepage of water oozing from.

7. I asked John, "Is the valve to the water heater full way open?"
                    He responded "It is not my house..."
                    I said I will check it . He replied OK ....lets check it together"

8. We went to the water heater valve and he showed me gestures of opening
                   the valve...and asked me "Is this fully open?"
                   I replied, "Let me check it."  I said, "Yeah, yeah"....
                   I pretended to agree with him but actually it is just slightly opened.
                   I knew how it feels wether the valve is fully open or not,  being a
                   petroleum refinery operations and maintenance man  for 25 years.

9. John started digging using the jackhammer excavating half a cubic foot
                  of concrete until to a depth of six (6) inches where he stopped,
                  and looked rattled.

10. John instructed his helper to open up the hot water side of the nearby
               kitchen faucet. He said with a loud voice..."Hotside....hotside...."
               His helper responded in the same manner..."Hotside...Hotside"

11. My daughter  is in the kitchen that time and she asked the helper...
               "What are you doing?..."
               The helper responded, "He (meaning John)  told me to open the faucet..."
  NOTE : OPENING THE FAUCET RESULTS TO RELEASING THE PRESSURE OUT.
               THE FORCE TO PUSH THE WATER OUT OF THE LEAKING PIPE IS GONE.
                If you wanted to hear the audio taken out of the video I have them
                attached to this e-mail for your careful analysis.

12. Then the commotion stopped and John restarted digging again far away from
               the point which bother him so much.
  NOTE : IT IS TO MY OBSERVATION AND ANALYSIS OF THE VIDEO WE TOOK
               ON MAY 20, 2020 THAT HE HAD SEEN THE LEAK ON THAT POINT AND            
               REMEDIED IT BY OPENING THE HOT SIDE OF THE KITCHEN SINK
               FAUCET AND INTENTIONALLY HIDE THE LEAK FROM US.

13. After digging another, more or less,  a cubic foot of concrete with a depth of
               only 4 to 5 inches John stopped and told us ..."I can not go deeper beyond
               that...that is the most he can do".

14. John set up his cell phone camera and send a video message to someone
               whom I did know during that time...saying "I have dug 10 inches
               of concrete and found no leak but leak under foundation."
              These statements by John had been reflected by you in written
              letter of denial. Now we know it is you on the other side of the phone.

15. Let me inform you that the video presented to you by John is rigged. Why?
             a. Valve to water heater is just slightly opened. I inspected it.
             b. Hot side of the kitchen faucet is opened thereby he took
                 the video message to you with a hot water line devoid of pressure.
             c.  Therefore, no ACTUAL leak in the slab could be seen.

16. On May 5, 2020 after the video presentation  by John while we are using
           the hot water line intermittently, meaning we open the valve to the water
           heater when we need it, then closed it afterward, we noticed air bubbles
           coming out 6 inches down  of the vertical hot water pipe.
   NOTE : NOW THAT THE PIPE IS EXPOSED AND PRESSURIZED,  AIR
                BUBBLES FROM THE LEAK OF THE PIPE CAN EASILY BE SEEN.

17. On May 7, 2020 we took video of the  air bubbles oozing of the
         hot water line. We took also the video of depth and width measurements
         of the excavated concrete which proved John Titouah had misrepresented
         and fraudulently lied to you.

18. On May 20, 2020, the air bubbles from the leaking vertical pipe turned to be
        a visible leak and it is not a leak under the foundation but a visible leak in the slab
       which is intentionally and deliberately hidden by John to you and  to us. We took
       video of this. If you want to pursue a criminal case against John Titouah which
       you should,  to deter this kind insurance fraud, I am willing to send you the needed
       documentation in my pocession through your legal department. Failure on your
       side to take action against John Titouah is prima facie evidence that you might
       be a party to it.

19. It is to my opinion that WE should be one in getting rid fraudsters out of our
      community. PLEASE HELP OUR COMMUNITY.
      SAVE SAN DIEGO FROM FRAUDSTERS.

20. I will provide copy of this e-mail to the STATE FARM insurance higher management
      and to concerned police authorities to fulfill my civic duty to promote peace, justice,
      fairness, safety and security in our community.
