Conundrum of Corporation and Nation

Corporate InfluenceThe U.S. economy is picking up steam but most Americans aren’t feeling it. By contrast, most European economies are still in bad shape, but most Europeans are doing relatively well.
What’s behind this? Two big facts.
First, American corporations exert far more political influence in the United States than their counterparts exert in their own countries.
In fact, most Americans have no influence at all. That’s the conclusion of Professors Martin Gilens of Princeton and Benjamin Page of Northwestern University, who analyzed 1,799 policy issues — and found that “the preferences of the average American appear to have only a miniscule, near-zero, statistically non-significant impact upon public policy.”
Instead, American lawmakers respond to the demands of wealthy individuals (typically corporate executives and Wall Street moguls) and of big corporations – those with the most lobbying prowess and deepest pockets to bankroll campaigns.
The second fact is most big American corporations have no particular allegiance to America. They don’t want Americans to have better wages. Their only allegiance and responsibility to their shareholders — which often requires lower wages  to fuel larger profits and higher share prices.
When GM went public again in 2010, it boasted of making 43 percent of its cars in place where labor is less than $15 an hour, while in North America it could now pay “lower-tiered” wages and benefits for new employees.
American corporations shift their profits around the world wherever they pay the lowest taxes. Some are even morphing into foreign corporations.
As an Apple executive told The New York Times, “We don’t have an obligation to solve America’s problems.”
I’m not blaming American corporations. They’re in business to make profits and maximize their share prices, not to serve America.
But because of these two basic facts – their dominance on American politics, and their interest in share prices instead of the wellbeing of Americans – it’s folly to count on them to create good American jobs or improve American competitiveness, or represent the interests of the United States in global commerce.
By contrast, big corporations headquartered in other rich nations are more responsible for the wellbeing of the people who live in those nations.
That’s because labor unions there are typically stronger than they are here — able to exert pressure both at the company level and nationally.
VW’s labor unions, for example, have a voice in governing the company, as they do in other big German corporations. Not long ago, VW even welcomed the UAW to its auto plant in Chattanooga, Tennessee. (Tennessee’s own politicians nixed it.)
Governments in other rich nations often devise laws through tri-partite bargains involving big corporations and organized labor. This process further binds their corporations to their nations.
Meanwhile, American corporations distribute a smaller share of their earnings to their workers than do European or Canadian-based corporations.
And top U.S. corporate executives make far more money than their counterparts in other wealthy countries.

The typical American worker puts in more hours than Canadians and Europeans, and gets little or no paid vacation or paid family leave. In Europe, the norm is five weeks paid vacation per year and more than three months paid family leave.

And because of the overwhelming clout of American firms on U.S. politics, Americans don’t get nearly as good a deal from their governments as do Canadians and Europeans. 
Governments there impose higher taxes on the wealthy and redistribute more of it to middle and lower income households. Most of their citizens receive essentially free health care and more generous unemployment benefits than do Americans.
So it shouldn’t be surprising that even though U.S. economy is doing better, most Americans are not.

The U.S. middle class is no longer the world’s richest. After considering taxes and transfer payments, middle-class incomes in Canada and much of Western Europe are higherthan in U.S. The poor in Western Europe earn more than do poor Americans.
Finally, when at global negotiating tables – such as the secretive process devising the “Trans Pacific Partnership” trade deal — American corporations don’t represent the interests of Americans. They represent the interests of their executives and shareholders, who are not only wealthier than most Americans but also reside all over the world.
Which is why the pending Partnership protects the intellectual property of American corporations — but not American workers’ health, safety, or wages, and not the environment.
The Obama administration is casting the Partnership as way to contain Chinese influence in the Pacific region. The agents of America’s interests in the area are assumed to be American corporations.
But that assumption is incorrect. American corporations aren’t set up to represent America’s interests in the Pacific region or anywhere else.
Robert ReichWhat’s the answer to this basic conundrum? Either we lessen the dominance of big American corporations over American politics. Or we increase their allegiance and responsibility to America.
It has to be one or the other. Americans can’t thrive within a political system run largely by big American corporations — organized to boost their share prices but not boost America.

Dear King George III:
We are 45% of the voting members of the Continental Congress. But please don’t focus on that percentage. Because we don’t.
It’s been a little while since you heard from us with that “When in the course of human events” thing. Since then, you’re really only hearing from George Washington. And that’s why we’re writing, now.
You may think that ruining your hired Hessians’ Christmas dinner and routing your Gentleman Johnny Burgoyne and stopping your big army coming down from Canada are the kind of things that are going to decide this.
Think again. Anything George Washington “decides” on the field still must be ratified – by us, the Continental Congress. So when your armies hand-over their flags and your troops lay down their muskets and your generals give-up their swords, don’t think that’s the last word. Nope. We are. All that other stuff is just an “executive agreement.” And we can refuse to accept it, or send another general to undo it anytime we want.
And when General Washington and that wrinkly old Ben Franklin got the Marquis de Layfayette and the French army and navy to come-in on our side?
Well, heads could roll over that, any time we decide.
Because, seriously, we only want the French around when we can use their military to help us or buy something from them ridiculously cheap. (Just wait and see: we’ll make sure we write them out of this, and for good measure, we’ll even vilify them in some colorfully ridiculous way.)
Y’see, the head guy from that little place where they’re always fighting – where was it, that place – oh yes, Jamaica – well, that guy, Jamaica Mon, came to talk to us, and he doesn’t much like you. Never mind that his little country was established by pirates who appropriated it from the people who lived there and subjugated them. Hey, you’re the British Empire. You took India. You know how it’s done.
So now it seems that his keeping everybody subjugated sucks money from everybody else because nobody can make enough to pay for it. You know. We’re doing that to you now. And even when you’re a mouse that roared, like his little no-longer-rich ex-kingdom, the same thing applies.

There isn’t much left of his former capital city, Cape Royal, because most of it fell in the ocean or something. We are not sure, because that involves science, and we take great pains not to know any.

We don’t know much history, either, but we enjoy a good storyteller. Rupert the Story Man is just the best. So creative! Have you ever heard the “The Fox with a Tale but no Tail”-? When all this is over, we’ll have him tell it to you. He’ll probably even work you into it somehow. He does that with everybody. He doesn’t want anybody to feel left-out. Particularly when he can stir up a good war by featuring somebody who was never in it before.
If nothing else, he can help your popularity by making somebody else a scapegoat for everybody to hate. So you can probably use him. Especially if this doesn’t go well for you. Except he may not be available. We may get the funding to sign him again, full time.
Anyway, back to the guy from Jamaica, Prime Minister Jamaica Mon. He really made us care a lot by blaming everything on you. He sounded just like Rupert’s Fox Tale. JUST like it.

Seems his most pugilistic backers have a rough time getting stockpiles of weapons that exceed every other little place in their region. Enough to keep everybody else under the gun, while his backers colonize everybody’s sparse lands.
The real show-stopper for us was, after their big, rich headquarters was destroyed? They have, like, this one wall that’s left, where they go to feel bad about their wealthy city being destroyed, and feel good about oppressing all the other locals who had nothing to do with it. And that’s where their guy came from to talk to us. Right off the wall.
Well, we’ve rambled on a bit here. But it seemed we needed to take a little time to get chummy. You know, let you get to know us, so this wasn’t a throw-you-down, wham-bam, thank-you-ma’am thing. Because even though we don’t like you, we are perfectly fine with using you to show George Washington who is really in charge here. (Hey, you already knew that we are okay with screwing our allies in the war against you, aren’t we?)

LONDON, March 10 (Reuters) – The world’s two biggest oil firms, Exxon Mobil Corp and Royal Dutch Shell, may withstand the oil price collapse better than their rivals because they are closer to finishing expensive investment projects while others must keep spending.
The near halving of oil prices since June is likely to send all the biggest listed oil companies into negative cash flow this year, and has sparked a rush to cut costs across the sector as a result. But depending on where they are in their spending cycles, some companies are finding those cuts easier to make than others.
“Both (Exxon and Shell) had already entered a lower spending phase, with major projects reaching completion and coming on stream over the next two years,” Moody’s rating company said in a report.
Exxon started eight major oil and gas production projects last year in locations ranging from Papua New Guinea to the Gulf of Mexico and Abu Dhabi.
Shell started four big production start-ups last year in the Cardamom and Mars B oil fields in the Gulf of Mexico as well as other oil fields in Nigeria and Malaysia.
As a result Exxon, the world’s biggest publicly traded oil company, was able to cut its 2015 project spending by 11 percent to around $34 billion without significant impact on its production. Shell, the second-largest, opted for a $15 billion cut over the next three years and maintained its 2015 capital spending at $35 billion which will also not affect its output.
Chevron and Total, on the other hand, are both in the midst of large project spending cycles, and will have to tap into more debt in order to stay afloat, Moody’s said.
Elsewhere BP, despite cutting costs and jobs and freezing salaries, still faces sizeable outgoings related to its 2010 Gulf of Mexico oil spill fine and its stake in Russian oil champion Rosneft.
Most big oil firms announced cuts of 10 to 15 percent to their 2015 budgets versus last year. Some suspended share buybacks, revived dividend payment via company stock, known as scrip shares, and maintained dividends flat in order to boost cashflows.
While all companies are expected to keep paying high dividends by increasing borrowing, Anglo-Dutch Shell and Texas-based Exxon appear to be most able to cover both spending and dividend payouts if oil prices stay at their current $60 a barrel.
They are also likely to be able to pick up bargain assets, while the price collapse shakes the sector out.
“Those who have stronger balance sheets would be able to acquire more assets in the downturn, for example distressed and cheap U.S. shale producers,” said Kirill Pyshkin who helps manage over $400 million in global and U.S. equity funds at Mirabaud Asset Management in London, including shares in Shell.
Pyshkin noted too: “If oil prices recover they won’t have to sacrifice their growth budgets and hence will be growing faster than peers in future.”
LOWER BREAKEVEN
Exxon and Shell also lead the rest of the pack in terms of where their cashflow breaks even. They can survive on a much lower price of oil to cover project spending, operating costs and dividend payments.
According to analysts at Jefferies, Shell and Exxon both have 2015 breakevens of around $75 to $80 a barrel.
While that’s still significantly higher than the average 2015 Brent price of around $56 a barrel, it’s healthier than Chevron, BP and Eni’s breakevens which Jefferies forecast at around $95, $100 and $120 a barrel respectively.
For some however, while Exxon is a safe investment, its dividend is relatively low compared to its peers and its shares offer little upside because of the steady course the firm is now on. Other peers andsmaller companies offer better returns.
“Although it (Exxon) retains significant defensive strengths should oil prices dip again, we think the market is now beginning to deploy its investment dollars in higher risk plays,” BMO Capital Markets analyst Iain Reid wrote in a note to investors.
Reid’s key pick is Shell, which still has “plenty of firepower to deliver further upside via more aggressive restructuring”. Total, which is further behind in the spending cycle may however also offer higher returns for investors in the future, Reid added.
According to Reuters data, 15 out of 23 polled analysts are neutral on Exxon shares, while 5 rate it a “buy”. Shell is more attractive for analysts, with 10 out of 20 recommending a “buy” and 9 a “hold”.
Total remains the most robust stock, with 17 “buy”, 16 “hold and 2 “sell” recommendation.
BORROWING UP
All of the big oil firms are expected to see negative cash flows this year, according to Moody’s, and will turn to borrowing in order to cover costs.
All have indicated they would have no problem increasing borrowing this year, given their debt-to-equity ratios below 20 percent.
“The majors with their AA and AAA ratings still have access to attractive sources of funding. Their balance sheets have the capacity to absorb one or two years of low prices,” said Wood Mackenzie analyst Tom Ellacott.

In a report published Sunday, Oppenheimer analyst Fadel Gheit estimated Royal Dutch Shell plc (NYSE: RDS-A) will face a free cash flow deficit in both the current year and next year.
Gheit noted that Shell is taking actions to preserve its financial flexibility, including capital expenditure reductions, cost cuts and dividend freezes as the company believes oil prices need to average $90 to $110 per barrel longer term to meet growing demand while other producers believe “$70 oil is the new $90 oil.”
Gheit calculated Shell is expected to generate earnings of $13.1 billion in 2015 and $16.3 billion in 2016 and operating cash flow of $33.0 billion and $36.6 billion, respectively. However, based on capital expenditure of $32.3 billion and dividends of $11.6 billion, the analyst speculated Shell will face free cash flow deficits of $11.0 billion this year and $7.2 billion next year, excluding divestitures, acquisitions and share repurchases.
