ALERT: Help Prevent Permanent Structures and Extensive Helicopter Intrusions in the Glacier Bay Wilderness
Comments Needed by June 12th
The National Park Service (NPS) is proposing to build and maintain up to eight new permanent weather stations in the Glacier Bay Wilderness in southeast Alaska, despite its admission that doing so will indefinitely diminish the wilderness character of this Wilderness. The Wilderness Act prohibits structures, installations, and helicopter landings for just this reason—to protect wilderness character. Your help is needed by June 12th to keep Glacier Bay Wilderness wild.
The Glacier Bay Wilderness in Alaska spreads across 2.66 million acres of the Glacier Bay National Park and Preserve in Alaska, and protects mountains nearly three miles high and one of the wildest coastlines anywhere. Congress designated the Glacier Bay Wilderness in 1980 as part of the Alaska National Interest Lands Conservation Act (ANILCA).
Wilderness Watch supports scientific research in Wilderness, but we do oppose it when such research degrades the wilderness character of the area being studied. The current NPS proposal unfortunately does just that. Six of these eight stations in Wilderness would be Remote Automated Weather Stations (RAWS), and two more would use existing radio repeaters but would add new data-logging thermistors. Helicopters would fly to and land at least four of the proposed RAWS sites. This research won’t benefit the Wilderness or in any way or lead to its protection, so it does not qualify for the Wilderness Act’s exception that says “except as necessary to meet minimum requirements for the administration of the area for the purpose of this Act” which is to preserve wilderness character. On the contrary, this proposal does the opposite.
In the Environmental Assessment, the NPS admits the installations will degrade the Glacier Bay Wilderness. “The number of helicopter landings occurring each year would increase due to the RAWS station at Brady Icefield,” the NPS writes. “The undeveloped quality of wilderness would be diminished for an indefinite period of time by the addition of six new long-term installations” in Wilderness, the agency further admits. “Alternative B” (the NPS alternative) “would contribute adverse impacts from the installation of eight new stations in wilderness,” the agency admits. Yet the NPS still is pushing ahead with its wilderness-damaging proposal.
The current proposal for six new stations is probably only the beginning of such requests to invade this Wilderness with new structures, installations, and helicopters, with more requests over time. We need to draw the line now to protect the Glacier Bay Wilderness.

1. The NPS proposal will degrade the wilderness character of the Glacier Bay Wilderness and violates the letter and spirit of the Wilderness Act.
2. The NPS considered an inadequate range of alternatives in this proposal. The NPS considered only a No Action alternative, and the proposed alternative for the eight stations inside Wilderness. The NPS should have considered an alternative to gather data from sites outside designated Wilderness.
3. This proposal must be blocked.

Wilderness in Congress: A bad wilderness bill and a good one deserve mention in this Guardian.
McCain Border Bill—The Arizona Borderlands Protection and Preservation Act, S. 750 (McCain, R-AZ), cleared the Senate Homeland Security and Governmental Affairs Committee on May 6. This dangerous bill would waive ALL FEDERAL LAWS on lands within 100 miles of the border with Mexico to allow agents with the U.S. Customs and Border Protection (CBP), including U.S. Border Patrol, immediate access to any federal lands they want to traverse (including Wilderness) and by any means they wish, including motor vehicle access in Wilderness. America’s Red Rock Wilderness Act—On May 19, Sen. Richard Durbin (D-IL) and Rep. Alan Lowenthal (D-CA) introduced America’s Red Rock Wilderness Act, S. 1375 and HR 2430. This bill would designate 9.2 million acres of federal lands in Utah as Wilderness, protecting some of the most spectacular and iconic red rock and canyonlands country. Co-sponsors of the legislation include 14 other Senators and 77 House members. Your Comments Made a Difference: The U.S. Fish and Wildlife Service has finalized a decision to authorize a private researcher tostudy the hydrology, glaciology, and meteorology in the Lake Peters area in the Arctic Refuge Wilderness in Alaska. The agency made several changes to the project after receiving substantial public comments opposing its original intrusive plan. The changes include the following: no use of helicopters, no placing dye in lakes or streams, and limits on motorboat and motorized equipment use. While the proposal still has substantial problems, including the placement of semi-permanent installations, some motorboat use, and airplane use, the most egregious effects have been mitigated. Court Guns Down Tombstone’s Wilderness Water Grab: This spring, a federal judge issued a decision in a long-standing case of water rights in the Miller Peak Wilderness in Arizona that was a huge victory for Wilderness and a bitter defeat for some officials of the City of Tombstone. In November 2011, Tombstone sent excavators, road graders, pickups, flatbed trucks, and other heavy machinery into the Miller Peak Wilderness to excavate Miller Spring and built a 240-foot long dike to collect and siphon away the spring water. All this occurred with authorization from Forest Supervisor Jim Upchurch. But Tombstone claimed rights to a total of 25 springs within the Miller Peak Wilderness, and planned to do the same work on them. The FS would not grant further access to the springs in the Wilderness, and Tombstone took the agency to court. While the City of Tombstone liked to portray this as a David vs. Goliath story (little Tombstone fighting the big bad federal government), Tombstone also sued the owners of Beatty’s Guest Ranch at the edge of the Miller Peak Wilderness to try to force that family into giving access across their private property for Tombstone’s heavy equipment. The 38-page decision by Judge Frank Zapata in March ruled against Tombstone on every count, and seems to have ended the bitter fight with a victory for the Miller Peak Wilderness. Wilderness Watch Opposes BWCAW School Trust Land Exchange: In May, Wilderness Watch submitted comments opposing a proposed land exchange dealing with state-owned school trust lands inside the 1.1 million-acre Boundary Waters Canoe Area Wilderness (BWCAW) in Minnesota. The U.S. Forest Service proposed the exchange, which would trade 30,000 out of 83,000 acres of school trust lands inside the BWCAW for federally-owned lands in the Superior National Forest outside of the BWCAW. The land exchange is widely seen as a measure to facilitate the development of new copper-nickel sulfide mines just outside the Wilderness. Too Many, Too Often: The Forest Service has been meeting with local citizens and organizations to talk about overuse at places like Conundrum Hot Springs and Four Pass Loopin the Maroon Bells-Snowmass Wilderness in Colorado. The area has experienced a two-thirds increase in overnight visitors since 2007. The agency is contemplating management changes including limiting the number of people in some areas and the length of time people can camp. Read a news story.
Cutting A Corner: A “base-to-base” gondola proposed near Lake Tahoe, California is stirring up controversy for Wilderness advocates. The gondola would connect the resorts of Squaw Valley and Alpine Meadows, but would pass through the boundary of the Granite Chief Wilderness. Although there is a private inholding in the area, local advocates contend the gondola would cut through the eastern corner of the Wilderness. Wilderness Watch is looking into the issue. Boundary Waters Intrusion: Cook County, Minnesota is considering siting a communications tower near Sea Gull Lake, at the edge of the Boundary Waters Canoe Area Wilderness. The 180-foot “End of the Gunflint tower” as it’s known, would be visible six miles into the Wilderness. Gary Gamble, a Cook County Commissioner was quoted, “When we allow public safety to become our priority we will inevitably lose the powerful influence that pristine wilderness areas can wield over humanity… people should be able to choose for themselves the level of risk they are willing to accept. It is this sense of adventure into the unadulterated wilds that, for many, enriches the human experience.” Read a news story.
