I have waited patiently for seven (7) days for your response and I hopeless 

waited in vain.  Same as Ms. Debbie Zuccala who used this 

e-mail address :dzuccala@waterboards.ca.gov  you willfully ignored

this e-mail  communications and  failed giving answers to my questions   

    and   have demonstrated incompetence, inefficiency and inexcusable

    neglect of duty. As you could see from my application I do not have a phone 

    from where you can discuss with me answers to my concerns/questions.

     

    You know  I  am out of employment and  I do not have money to buy 

    a phone plan for myself. Remember  I  have already spent  $95  plus 

    postage costs for  certified mails  I am sending you and I do not have so  

   much to spend .  Yet,  I did not gain anything in return but disappointment.

    

     Please do respond.
