TITLE 23 WATERS on two websites

Dear Mr. Ross,

SUBJECT :MONEY MAKING  SCAM ?

              

The OOC maintains two websites for TITLE 23 WATERS

1) http://www.waterboards.ca.gov/water_issues/programs/
    operator_certification/docs/ocr_clean.pdf

    This website was commissioned effective  April  1, 2013, and
    an examination was scheduled on  April 6, 2013. Examinees,
    most probably, would not be able to notice this change or if ever he
    did  notice, he might not have the time to review and study the new
    regulations and most likely to fail.

    Hence, another round of application and examination fees for the OOC.

2) http://www.waterboards.ca.gov/water_issues/programs/
    operator_certification/docs/regs.pdf

    Despite, the fact that there was a new website  for  TITLE WATERS,
    the OOC kept this website and  maintained it existing even up to the
    present times. This website  is a trap for failure for the examinees.
