Shell woes deter others from US Arctic

Royal Dutch Shell's regulatory problems in the US Arctic, where it has faced repeated delays to an ambitious oil exploration campaign, are deterring other energy groups with licences in the US's northern oceans, according to one of the most active companies in the region.
