President Lyndon Johnson declared a War on Poverty in his first State of the Union address delivered 50 years ago. As a result, there has been significant progress made through the implementation of such programs as Medicare, Medicaid, Food Stamps, Head Start and the Older Americans Act. Nonetheless, the United States continues to lag behind many other countries in terms of income and wealth inequality, the percentage of our people living in poverty, and how we treat our children. If we are to create a nation in which all people live with dignity and opportunity, there is much work that remains to be done.

The question arose after disclosures that the NSA has collected telephone, email and Internet records on millions of Americans and tapped the phones of foreign leaders who are U.S. allies.
