Dear Mr. Tom Howard,

The OOC maintains two LINKS for TITLE 23 WATERS:

This NEW LINK was commissioned effective  April  1, 2013.  Examinees and/or applicants, most probably, would not be able to notice this change or if ever they did notice, they might not have the time to review again and study the new regulations and most likely to commit error in the submission of the application or error in the course of the examination. These errors work in favor of the OCC in terms of additional application fees and/or examination fees TO BE COLLECTED for filing another application for the same examination.

Despite, the fact that there was a new LINK  for  TITLE WATERS on date April 1, 2013, supposedly the updated one, and therefore, the OLD LINK should have been deleted since April 1, 2013 to avoid confusion, but amazingly, the OOC kept this OLD LINK and maintained it existing even up to the present times. Though the contents might look similar, however in many cases,  the contents showed a lot of inconsistencies after a careful perusal which could most likely cause the prospective applicants and examinees to be misled and commit errors in the submission of the application and likewise errors in giving answers to the questions during the examination.

Hence, these errors result to more rounds of application and examination fees expected to be collected by the OOC from gullible applicants. This may be likened to an agency scam. THIS IS UNFAIR on part of the applicants and DEPLORABLE as a matter of your agency action.

 Now may I most humbly request that may you please give me the information on how many  applicants from date   April 1, 2013 up to this date who have  committed errors in filing of the application  as they have been misled by these two links and/or by the  old link and please show how much application fees the OCC  gained  from  these  re-applying applicants on account of those errors emanating from the existence of these two links at the same time.

May you please acknowledge receipt of this e-mail and I appreciate your favorable response about this subject.  Kindly send me a concise letter of denial on this subject should you decide to deny this request for information.

Not the thick-skinned horned mammal that lives in Africa. This rhino is an R-I-N-O . . . Republican in Name Only. The Tea Party thinks Boehner, by sometimes listening to both sides and occasionally, but rarely, agreeing with some Democratic ideas, is a traitor. They believe anyone who disagrees with them is evil. A traitor. A RINO. The extreme right-wing is also delusional. John Boehner is as much a RINO as the one-ton plant eaters are Chihuahuas. The latest dust-up between the Speaker and the right-wing came when they wanted to block funding for the Department of Homeland Security. The Tea Party congressmen wanted to attach a condition to the funding. That condition would be to get rid of President Obama’s immigration policies. Vote to do that, and there would be consent among the right-wing to pass the Homeland Security budget. Disagree with them, and 30,000 federal workers would be laid off; the rest would be required to work without pay. That would include the Coast Guard. The Secret Service . The security guards at all airports. FEMA. And, ironically, the Immigration and Customs Enforcement Agency. You know, the agents who are the ones who enforce border protection and send undocumented workers back to their home countries. The Tea Party politicians are the ones who don’t want to help individuals – especially if it involves money. Let disabled veterans suffer–their mantra is they don’t want any new taxes. But, they have yet to oppose mass funding for defense, even if some of the funding went to projects the Pentagon decided wasn’t fiscally sustainable or necessary. And so, the Tea Party extremists threw their temper tantrum, threatening to block all funding for Homeland Security if they didn’t get their way. The President called for a clean bill. Authorize funding for Homeland Security. Deal with the immigration issues later. It made sense. Except to the right-wing. John Boehner, aided by moderate Republicans and Democrats, brought a clean bill to a vote. The House–with 52 Republicans opposed–passed the bill. The President signed it 10 minutes before the deadline. And for protecting the people of America, the Tea Party Republicans call the House speaker a RINO. Over in the Senate, 47 right-wingers, in violation of the federal Logan Act that bars interference in foreign affairs during negotiations, sent a vicious letter to Iran, trying to undermine the President’s legal and constitutional authority. Even the conservative New York Daily News condemned these senators, four of whom may become presidential candidates, none of whom believe in the Constitution and in the country. It’s not hard to see just who the real traitors are to America. The boss of Shell has received a pay package of almost £20million for a year in which the oil price slumped and the group cut jobs in the UK. The figure is expected to spark a backlash from shareholders…

The oil major (up 25p at 1961p) admitted that the sum handed to Ben van Beurden was ‘unusually high’.

It makes him the second-highest paid boss in the FTSE 100 behind WPP’s Sir Martin Sorrell, who regularly faces protests from investors over his rewards.

The oil price, which has halved since last summer, is only considered where it affects Shell’s financial performance, while the company previously announced last year it could cut up to 250 jobs in Aberdeen.

Van Beurden received £4.5million in basic pay and bonus, with the largest chunk of his package – some £8.6million – coming from a top-up to his pension.

Another £6.4million was to settle a tax payment with the UK Government after van Beurden moved to the Netherlands following his promotion to the role of chief executive.

The figure, which is expected to spark a backlash from shareholders, comes only weeks after fellow explorer BG Group was embroiled in a major pay dispute with its investors.

The company, which is a former arm of British Gas, had wanted to pay its new chief executive, Norwegian Helge Lund, a £25million pay package that included £12.5million simply for joining the firm.

(Reuters) – Royal Dutch Shell Chief Executive Ben van Beurden will earn a total 24.2 million euros ($26 million) for 2014, making him one of the highest-earning FTSE 100 bosses despite last year’s sharp fall in oil prices.

Van Beurden’s total pay includes 5.6 million euros in salary, bonus and shares plus pension and other items, the company said on Thursday.

His 2014 compensation, when calculated in British pounds, places him as the second-highest-paid senior executive on the FTSE 100 share index after WPP chief executive Martin Sorrell, whose 2013 pay package reached 29.8 million pounds, according to think tank High Pay Centre.

Shell chief financial officer Henry Simon’s total remuneration rose by 46 percent in 2014 from a year earlier to 6.485 million euros.

Van Beurden was appointed to the top position on Jan. 1, 2014 and his prior year’s salary was not disclosed.

The pay levels could revive investor protest after earnings per share in 2014 declined by around 8.5 percent to $2.38 per share.

“Van Beurden is doing quite well at a time when the oil price is going down,” said Deborah Hargreaves, High Pay Centre director.

“Is there an argument that if he is rewarded when the oil price goes up, he should sacrifice some of that reward when the oil price goes down? I think it is one-sided. There is a lot of upside and not much downside.”

Shell spokeswoman Sally Donaldson said van Beurden’s total figure, published in the company’s annual report, was “unusually high” because it included a variety of extra payments related to his long service with Shell and tax payments.

“This is not the same as this year’s ‘take home pay’,” Donaldson told Reuters in a statement.

“His promotion to CEO, combined with his prior expatriation from the Netherlands to the UK, have resulted in the ‘single figure’ which we have published today, but it’s important to put this figure in appropriate context.”

BP said this month Chief Executive Bob Dudley’s total compensation rose by more than 20 percent to $12.74 million in 2014.

Shell’s earnings on a current cost of supplies basis rose to $19 billion in 2014 from $17 billion a year earlier, despite the near halving in oil prices in the second half of the year.

European oil majors have long argued that they have to pay high salaries to retain talented people who otherwise might leave for higher-paying U.S. firms.

By comparison, Rex Tillerson, the long-serving chief executive of Exxon Mobil, earned $40 million in 2012, falling to $28 million in 2013. Chevron’s chief John Watson’s compensation also fell to $24 million in 2013 from $32.2 million in 2012.

Shell, Europe’s largest oil major, has traditionally been among the best paying companies. It paid over $20 million to its previous CEO Peter Voser in 2012 but halved his remuneration to $11.24 million in 2013 following what the company described as a disappointing performance.

Shell says its proved oil, gas reserves decreased in 2014

LONDON, March 12 (Reuters) – Royal Dutch Shell (Xetra: R6C1.DE –news) ‘s proved oil and natural gas reserves decreased by the equivalent of 863 million barrels of oil in 2014, the company said in its annual report.

“In 2014, after taking into account production, our total proved reserves declined by 863 million (barrels of oil equivalent),” Shell (LSE: RDSB.L– news) said in the report published on Thursday.

Royal Dutch Shell CEO Ben van Beurden qualifies as a genuine FAT CAT.

According to an FT article published today, Royal Dutch Shell’s chief executive Ben van Beurden has been awarded a total of €24.2m for his work last year, despite the fact that Shell’s shares have under-performed in the past 12 months.

For his first year as CEO of the Anglo-Dutch oil major in 2014, Mr. van Beurden received a salary of EUR1.4 million and a EUR3.3 million bonus. Despite a steep slide in oil prices over the past nine months, the company is proposing a 2.1% increase in the executive’s salary this year and a target bonus equal to 150% of the base salary.
