THEODORE TE and FERNANDO NICOLAS, functions RESPECTIVELY) or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence. Theodore Te, an officer of one offices of the Supreme Court, the PIO AND Fernando Nicolas, an SSS ADMINISTRATIVE OFFICER) or government corporations charged with the grant of licenses or permits or other concessions.
