Dear Mr. James Maughan,

Good morning.

May I respectfully reiterate that I am requesting from you that you may please furnish me with 

the name of the Agency Administrator of the California Water Resources Control Board,

If  really you  are as you declared, then please state in unequivocal terms that you are the 

Agency Administrator of the California State Water Resources Board and not just 

Agency Administrator as you have written.

As I saw it from the title of your position, you are connected to just a division, to wit:

Division of Financial Assistance  and obviously not the State Water Resources Control Board.

Now, please show proof that you are the Agency Administrator of the California Water 

Resources Control Board, otherwise, you  have done grave misrepresentation, dishonesty and

usurpation of authority committed against my person  and interest.

to contact me with.

Dear Mr. James Maughan,

Good morning.

With all due respect, may I call your attention to the fact that the e-mail dated June 13, 2012

which you are referring to as an  e-mail dated June 12, 2013 is addressed to Mr. Andrew Cooper.

In either case, both e-mails, one dated June 12, 2013 and one dated June 13, 2013 are two 

separate existing e-mails addressed to Mr.Andrew Cooper and not to you. With this act,of

replying to communications not addressed to you, may I inform you, with all humility and 

respect, that your act constituted  two counts of discourtesy, first, to the public on part of my 

person and second count of discourtesy you have committed against Mr. Andrew Cooper for

meddling with his e-mail.I have not received any endorsement notice from Mr. Andrew Cooper 

naming you as the person to respond in his behalf with respect to those two e-mails.

Your act plunged me deeper into confusion, stress and pain. You know, your employees,

namely  certain Ms. Debbie Zuccala, certain Ms. Anna Hernandez, certain Mr. Wes Wilkinson,

certain Ms. Christine Gordon, and Mr. Andrew Cooper all did me wrong, then went into hiding.

Then, someone else just popped out from nowhere, and hurt me just as what you are doing.

With regards to the phone, please see that I wrote" none " for phone  in my application form.

Now, may you please furnish me with the name of  the Agency Administrator of the California State 

Water Resources Control Board. I  wanted to write and report to him/her the suffering and injury

that  his/her employees, namely,  certain Mr. Wes Wiikinson, certain Ms. Christine Gordon,

certain Ms. Anna Hernandez and certain Ms. Debbie Zuccala and certain Mr. Andrew Cooper,

and you Mr. James Maughan have made to my person, so that disciplinary actions and reforms 

could be instituted by him/her, purposely for better service and sterling   performance of the 

California State Water Resources Control Board.

As I look at it, I determined that you are replying to a letter not addressed to you;  that is

discourtesy, misrepresentation   and usurpation of authority unless you can send me proof 

that you are authorized by the Agency Administrator to make a response on his/her  behalf.

I would like to let you know that I addressed my appeal to the Agency Administrator of the

California Water Control Resources Board and obviously you are not the Agency Administrator.

So, please furnish me with the name of the Agency Administrator and show me proof that

TITLE 23 WATERS on two websites

Dear Mr. Ross,

SUBJECT :MONEY MAKING  SCAM ?

              

The OOC maintains two websites for TITLE 23 WATERS

1) http://www.waterboards.ca.gov/water_issues/programs/
    operator_certification/docs/ocr_clean.pdf

    This website was commissioned effective  April  1, 2013, and
    an examination was scheduled on  April 6, 2013. Examinees,
    most probably, would not be able to notice this change or if ever he
    did  notice, he might not have the time to review and study the new
    regulations and most likely to fail.

    Hence, another round of application and examination fees for the OOC.

    Despite, the fact that there was a new website  for  TITLE WATERS,
    the OOC kept this website and  maintained it existing even up to the
    present times. This website  is a trap for failure for the examinees.

 Dear Administrator:

This is an appeal under the Freedom of Information Act, 5 U.S.C. § 552.

On March 12, 2013  I made a letter  titled "REQUEST FOR RESPONSE" a kind of 
FOIA request to your agency for an information on who between Mr. Wes Wilkinson 
and Ms Christine Gordon  is the legally mandated manager of Ms Debbie Zuccala 
and a request for the WWTP Certification application documents and educational 
credentials which I have submitted to your office with corresponding annotations and 
signatures thereon  of Mr Wes Wilkinson, Ms Debbie Zuccala and Ms Anna Hernandez 

to show proof that they have examined those documents prudently and diligently and
have determined that my educational credentials could not merit the 6 educational point 
requirement for Grade 1 operator examination. On May 12, 2013 your agency has  
deemed denied my requests on the ground that I have not received any response from 
your office.  Copy of my request letter " REQUEST FOR RESPONSE"  is enclosed.

It has been more or less 60 business days since my request was received by your 
agency. This period clearly exceeds the 20 days provided by the statute, thus I deem my 
request denied. A copy of my correspondence and the postal form showing receipt by 
your office are enclosed.

The information which I have requested is clearly releasable under FOIA and, in my 

opinion, may not validly be protected by any of the Act's exemptions.

I trust that upon re-consideration, you will reverse the decision denying me access to 

these information and materials  and grant my original request.

 I would appreciate your expediting the consideration of my appeal in every way possible.

 In any case, I will expect to receive your decision within 20 business days, as required 
by the statute.
